Howard was awarded an Emeritus Professorship at Manchester University in 2004 after a distinguished career in teaching, training, management and research. He maintains links with the academic community but ran his own small consultancy business until 2012. His biography can be found in Debrett's 'Distinguished People of Today'.
During his time at Manchester Howard directed SPARC an alcohol and drugs focussed research centre. SPARC delivered over 30 research and evaluation projects to the Home Office, Department of Health, Police Research Group, Drugscope, Economic and Social Research Council, European Commission and numerous health trusts, Voluntaries, DATs and local authorities. Howard has written 8 books, numerous articles and practice reports. He has represented the UK government in Europe, Iran and the USA. He was appointed non executive director of the National Care Standards Commission (2002 – 2004) and a member of the Commission's Audit Committee and Royal Commission Steering Group. Howard is a very experienced, accredited QuADS consultant having ‘audited’ many services. Since 2004 Howard has worked mainly with DAATS,service providers and health authorities developing and improving alcohol and drug services.
