Howard has closed his company and  is trying to retire although he still undertakes small projects for long established customers and colleagues.As  of 2013 he is doing some volunteer bid writing, mentoring and trustee work.Howard has Enhanced Clearance from the Disclosure & Barring Service

 This includes at the Feelgood Factory  in Bootle www.feelgoodfactory.org.uk
 and as a Director /Trustee of  and voluntary worker at Park Farm Centre in Carr mill, St Helens.

He has particular expertise in youth and criminal justice, young persons services, services for disabled people, health promotion and all aspects of alcohol and drug services run by statutory and voluntary organsations.

Howard Parker Limited is prioritising the following types of commission  and assignments:

Profiling local drug problems and conducting needs assessments for multi-agency strategic planning. Adult  and Young People's  Annual Needs Assessments. Local system building consultancy and support.

Development of Young People's Alcohol and Drug Services.  Needs Assessments,Training, toolkit development,strategic development. Training packages for Tier 3 and 2 staff.Integrating Every Child Matters agenda into Under 18s Substance Misuse Services eg. Common Assessment Framework.

Consultancy, evaluation and development projects for Public and Voluntary agencies and partnerships, Drug Action Teams, Alcohol and Drug Service commissioners and the drugs treatment sector.

Conducting small research for feasibility projects or helping commission and monitor large complex projects.

Crisis Management, risk assessment, re-commissioning and research  for(f)ailing agencies/teams/services in the public and voluntary service (e.g. DAAT's, CDT's, Tier 2, Young Persons Service)

Innovation and strategic development of new services.  Feasibility studies.  Away Days.  User Involvement.  360% exercises.

Training. Introductory to advanced training in the alcohol and drugs arena, most aspects and levels.

Developing organisational policies and procedures, recording, monitoring, assessment systems and tool kits.  QuADS type audits, Models of Care audits/pre-inspections . Bedding in TOPS. Revising Screening tools

Drugs intervention programmes in youth and criminal justice services. Multi-agency DIP/PPO awaydays to look at improving practice etc.

Specialist mentoring of staff at all levels.

Helping Adult Specialist Alcohol Services with modernization agenda. Toolkits, drug use screening, bedding in NDTMS, preparing for future audits, delivering LAAs, linking into Transitional services.

Auditing  and aligning Young Peoples Specialist Substance Misuse Services against Every Child Matters outcomes and Childrens Services integration. Developing Transitional Services.

Uplifting therapeutic interventions with non opiate misusers. A whole systems approach for Specialist Under 18s and young adult Tier 3 and transitional services with training, worksheets, psycho- educational modules, motivational interviewing and CBT for ACCE clients. Age appropriate.
